USFS cabins operate under strict federal guidelines that differ significantly from standard fee-simple real estate:

Recreation Use Only: Cabins are authorized exclusively as secondary recreational homes. They cannot be used as a primary residence.

Financing & Cash Purchases: Conventional mortgages generally cannot be used for USFS cabins because lenders cannot place a lien on public land. Most transactions are all-cash sales or secured through alternative personal asset financing.

Permit Ownership Eligibility: The Forest Service issues permits only to an individual, a married couple, or an approved trust. Permits cannot be issued to LLCs, corporations, or multi-party partnerships.

Vacation Rental Restrictions: Commercial short-term renting (e.g., Airbnb/VRBO) is prohibited. Incidental rentals are capped at a maximum of 14 days per calendar year and require prior written approval from the District Ranger.

Exterior & Design Controls: Any exterior modification—including paint color, roofing materials, window replacements, decks, or tree removal—must be submitted for review during the official "Open Season" (August 15 – November 15) and receive advance written approval from the Forest Service.
 

Pre-Sale Inspection: Before a permit can transfer, the Forest Service conducts a property inspection. Any permit non-compliance items (such as unauthorized structures, hazard trees, or non-conforming exterior work) must be resolved by the seller or explicitly accepted by the buyer prior to closing.

Annual Special Use Fees: Permit holders pay an annual land-use fee to the federal government calculated under the Cabin Fee Act (typically equal to 5% of the appraised base land value).

Transfer Fee: At closing, a standard USFS permit transfer fee is paid to the Forest Service alongside closing costs.

County Property Taxes: Even though the land is public, the physical structure is assessed as real property and subject to Clackamas County property taxes.
